FBI Asked to Investigate Florida Permit Pirates
In a tale that seems straight out of a bureaucratic farce, the Florida Department of Business & Professional Regulation (DBPR) has asked the FBI to join an investigation into a wild permit fraud scheme in Collier County Florida.
It turns out that more than 400 building plans bearing the seal of a retired architect—who hasn’t practiced since August 2022 due to dementia—have mysteriously been submitted for approval.
Yes, you read that right: a 91-year-old former architect, now comfortably residing in an assisted-living facility, is being impersonated by an army of “permit pirates.”
According to a senior official from the county’s Building Plan Review & Inspection Division, the fraudulent use of the architect’s seal has raised eyebrows across the board.
“Someone got hold of his password and basically turned his signature into the golden ticket for permit approvals,” the official lamented. “It’s like the Wild West, but instead of gold, we’re panning for paperwork.”
The plot thickens as it was discovered that letters—purportedly written and sealed by the retired architect—were used to affirm that work had been completed. These letters even attended county hearings, all without the architect’s knowledge.
A design professional who has worked with the late architect in the past quipped, “My old mentor is now a ghostwriter for building permits!”
Local officials are now scrambling to review approximately 200,000 permits issued since August 2022. 
The county’s outdated software, which can only search by applicant name, has turned this task into an epic scavenger hunt. “It’s our Achilles heel,” admitted a deputy director, “we’re stuck playing ‘Where’s Waldo?’ with building plans.”
In response to public outcry, the DBPR has mailed cease-and-desist letters to affected design professionals, urging them to stop using the fraudulent seal.
However, critics argue that the damage has already been done—resulting in revoked certificates of occupancy, pending lawsuits, and stop-work orders that have left homeowners and contractors scratching their heads.
A county official overseeing the investigation summed it up perfectly: “We’re not just dealing with a case of a rogue architect’s signature; this is a full-blown licensing dilemma. It’s like someone hacked into a vintage car and started signing off on every repair without even looking under the hood.”
As the investigation unfolds, homeowners, builders, and design professionals are left to wonder how many more houses might be standing on a foundation of fraudulent paperwork.
The county is now working on upgrading its software and hiring extra staff to track down every unauthorized permit.
“It’s like we’re trying to untangle a massive ball of yarn, but the yarn is made of permits and the cats are our inspectors,” the official added with a wry smile.
While the investigation continues, one thing is certain: in Collier County, it seems that even in the world of building permits, you have to watch out for ghost architects and their wandering digital seals.
